Dear Seniors,
I am working as a HR Executive in a factory. I am facing the problems related to human behavior. Company has provided them accommodation. But they come in drunk in the colony, specially in festival days. They fight with each other. They don't present on duty. I receive complaints on daily basis. Kindly suggest me how can I handle such situations.

This is indeed a problem...which needs to be sorted out quickly and effectively.

Is the accommodation provided free of cost, subsidized or at full market rent? also what is the basis of providing the accommodation?

If the accommodation is provided at full market rent, then they are to be considered as "in their OWN home" and are free to do as they wish as long as their activities are legal and your response is therefore limited to:

issuing warning letters, stating that unless their behavior improves, with immediate effect they are in danger of losing their jobs on the grounds of bringing the company into disrepute.

If the accommodation is rent free or subsidized then you have some responsibility to ensure that their behavior does not cause embarrassment to the company and is respectful towards neighbors

This can be achieved in the first place by having a robust policy, clearly stating the expected standards and if breached the consequences; such as disciplinary actions which may lead to dismissal on the grounds of bringing the company into disrepute. I suggest you use this opportunity to set out the state of repair, maintenance and cleanliness in and around the accommodation.

If you have such a policy already, then you need to enforce it. If not then you need to draw one up and issue two copies to every person concerned; one for them to sign and return the other for their own records.

In fact, there is nothing more to add; except the following :
Ensure that the matter is not exaggerated by the person reporting it to you.
Moreover, some merrymaking during festivals (according to the status of employees) is inevitable. That is their way of celebrating a festival. Even in a disciplined force like the army or para-military, such incidence take place
However, the only thing to ensure is that this does not create a law & order situation.

Now a days everybody is consuming alcohol. In factory colonies it is common in nature. They are poor people. The cheapest entertainment is alcoholism. The Govt. itself is encouraging by giving permissions to liquor shops and bars everywhere,
We have to get along with the system, whether it is good or bad.
Dealing harsh with them will not be fruitful. Only counselling will help.

Dear Bandana,
In addition to what learned followers have suggested, I would suggest you to arrange for round the clock surveillance by departmental or private security agency in colony area of the Company, if possible. This will be beneficial in two ways - 1) Security of the belongings and the residents of the colony will improve, they will feel more free in going outstation with confidence. Thus the industrial relation will get smoother. 2) The incidences which you have pointed will be ruled out to great extent. 3) If there is no security surveillance system in place till now, it will give employment to a few desiring persons.
If this is not possible, the safest and legal way is to take help of police/administration authorities. As because, after duty hours you cannot charge them under any clause of Standing Orders for indiscipline. That becomes their personal matter to great extent.

Thank you very much for your valuable reply..... I have issued a warning letter to all the colony people... We are charging Rs. 400/- per room and 3-4 persons are living in a room. Amount has divided among them. Water & electricity are free of cost. Company is responsible for repairing of building and white wash etc.

Now, as the things are out of your control, please implement the views exoressed by Mr.Harsh.
Also please take a note of the following, for future.
Make out/some standard operating procedures/policy on accommodation and draft out all terms, which would
take care the interest of the management and give this alongwith a declaration form, for future appointees,for their sigature
in connection with allotment of the workmen quarters/accommodation. In the declaration form, please mention as follows:
"..I have read and understood all the terms mentioned herewith regarding allotment of accomodation.
I hereby agree that I am liable for pentalty in addition to disciplinary action, if I violate any or all
clauses mentioned in this agreement"
Take their signature in the declaration form and keep it. If you find any misbehaviour, proceed
to take action against the erring employee

What is the area of the room in which 3-4 persons live ??
How are the working conditions and working hours in the unit ??
From the description, it appears to be a veritable sweat shop.
No wonder, the lonely depressed workers must be finding an outlet in alcohol and creating nuisance in a drunken state.
If you are looking for serious remedies, you have to look at the root causes and try to take steps to better their life and make them feel wanted and motivated.
However, it is easier said than done. It takes a lot of efforts and involvement of the higher management; which may be beyond your capabilities at the moment.
For short term gains and visible effects, you can adopt the measures already suggested.
