A Factory in Chennai suburbs needs documentary evidence as to why CERTIFIED STANDING ORDER is a MUST if employees are more than 20.
I would be extremely grateful if you can share relevant document, judgement if any to this effect.

1. It is statutory obligations of employer as enshrined in The Industrial Employment( Standing Orders) Act,1946 & subject to its state Rules & Model Standing Orders( Appendix -A, Rule-10 in WB)

As per Industrial Employment (Standing Orders) Act, any employer who has 100 or more employees employed in the previous year or any day in the preceding twelve months, is required to get standing orders certified wtihin six months of coming into force of the Act of 1946. If he fails to get his own standing orders certified, the Model Standing Orders given in the Act will apply. So, if the employer is desirous to frame his own rules of service conditions, he has to get his standing orders drafted and certified, otherwise the Model Standing orders given in schedule to the Act will automatically apply.

2.Who is required to justify? Management? and to whom? Is it to authorized Certifying Officer?
3.Your query appears to be not relevant to the provisions of the Central Act?
