I have 3+ years experience in the software field(.NET) as a software developer(2007-2011). But last 2 years(2011-2013) I am working as a Software faculty/Instructor in the same technology(.NET). I would like to apply a software development job in the Singapore. Am I eligible to apply for a software developer job

You can simply apply for the job in Singapore if your qualification and exp ful fill the conditions of the employer over there.

There are two options for you.
Singapore has opened up immigration. You may please go to the Singapore government website and you will find details. The skillsets in shortage are specified there. Check whether your skillset is in shortage. If yes, then you may apply and go to Singapore and find your job.
The second alternative is to apply for an employment pass online. This will allow you to stay in Singapore and look for a job legally. Once you get the job, your employment pass can be regularised into a work permit.
