One of my friend is working in an organization under a 3 months notice period.
And he has been selected now in another organization and the new organisation has accepted only for 1 month notice period and also relieving letter is required.
Can you please tell me, is there any options to compress or reduce the notice period?

The three months notice period is applicable to both parties. i.e employee and employer. If any parties is not willing to give three months notice to the either party they can make payment of three months salary in lieu of notice and make end of employment. In your case you may make payment of two months and can relive from the employment.

What does the Appointment Letter say about Notice Period Buy-out?
If there's nothing mentioned about the availability of this option, I don't think it's possible 'as per rules'. Your friend can request HR--but can't take it for granted.
Sometimes, the respective Boss & HR agree--but this depends on the profile of the individual. What's your friend's level/position?
And what's the size of this company?
