1) When should a partnership company start giving ESIC EPF ?
2) If the company is not liable to pay/deduct ESIC EPF, should a client of the company instead?

It is not the matter whether it is Partnership firm/public limited company/pvt limited company/sole properietroship firm when it fullfills the conditon, ESI & EPF TO BE COVERED

Employees' State Insurance Act, 1948 and Employees' Provident Fund & Misc. Provisions Act are social security measures for the welfare of the employees working in organised sector of employment.
It will be more better if one study these Acts in order to know their coverage and the benefits available under these enactments.
