If ur co is a private company having its operations only in one state, you will be governed by the MW rates declared by the said State. But if yr company has operations in many States, the appropriate govt. shall be Central Govt. However, the higher of the MW rates of central or the particular State of establishment for the particular scheduled employment shall be applicable .

1) Who is the appropriate government for your principal employer. Is the Central government or the State government.
2) If its State then you have to follow State MW else Central
Therefore kindly check whether telecom companies are under Central or State Government ambit.
