Greetings for the day!
The area which my factory located is previously in 3rd grade municipality, hence we Fixed the salary in "C zone"' as per minimum wages act.
Now our factory area turned in to 1st grade municipality from last July 2012. now it wages rates comes in to "B zone:
We missed out modify the Minimum wages till date , but the salary which we provide is more than the minimum wages.
Only the basic is differs in value of Rs.19/-
Please advice

There is a dispute with regard to whether salary higher than min wages is ok even if the basic and da is less. Personally, I think the act is very specific and it does not amount to compliance.
In that case, you need to pay the difference by way of arrears to all the workers.
However, in reality the possibility of any one persecuting you on this ground of 18 rs short basic is low, so,you can keep quiet and make the change in the next round of wage hikes
