As far and deep as i can go, I have not come across with a literal meaning of it, however Its is spoken as a jargon in the Training Fraternity referring to bibliography.............For example ........I might say.....Mr. Smith i would want the program indexed on key pointers......By which I would mean, make sure we have the info on the key Points delivered. Info like, Who said it and when.
People might also use it as a synonym to organizing a program. i.e. Indexing the 10 days training on paper would give us more clarity.
It is to organize a program in an Order which could be numeric or alphabetical or may be both..........

I will attempt to explain what I understand on "Training Index (TI)". By indexing, one would able to access to relevant info on a faster & systematic basis. I understand it as having an index or list (if you like) on the summary of relevant info on training matters. Let me give it an example, say, I want to access info on all external training providers on a certain training topic (i.e Negotiation) which charges a certain range of professional fee and had conducted for my company in the last 3 years, I will refer to my Training Index and quickly retrieve the list of training providers. It is a master summary of relevant training info for my use.
Any other version of this? You are most welcomed to share your understanding on the "TI".
