In my office employees use to go out of the office in office time. It's difficult to control. I s there any standard procedure to control this practice. There is a guard on gate but still employees do not make entry in register.

Entry in the register is the cheapest and the simplest process to follow. You can think of having biometrics in the company or buy a "Computer Time Management Software"...however these are expensive measures.

Why don't your company provide access card to each employee(now a days every big companies have this),where you can get the information that how many hours they have been in the office and is it less than 8 or 9 hours( as per company rules and regulation) then company will take action against them and simultaneously HR manager should send mail to every employee if they wont be in office for minimum 8/9 hrs(including lunch break or coffee break) company will have authority to cut their salary and will take legal action against them. After this the employee will be more responsible for their working hours and punctuality.I think this is the best way to solve these problem.

First of all you have to tackle only your guards at the gate. Ask them to record in and out timings of every person whether there is a punch card system in place or not. Have surprise checks on the accuracy of such recordings. And on weekly or monthly basis prepare a MIS report on these timings, employee wise and circulate the report to the HODs/Bosses for them to view and get shocked. Then you'll automatically get instructions to do certain measures. Why, you may be surprised to receive instructions to keep the gates shut during working hours. First you should have the blessings of your own HOD, if he is one such person he may not like your high handedness.
