Though the head office will be covered by your State's Shops and Commercial Establishments Act for registration, with regard to other social security schemes for the employees both the factory and the head office employees will be taken together for applicability and enforcement of of EPF, ESI, Maternity Benefits, Payment of Gratuity etc.

Once the Unit is registered under Factories Act, all it's offices whether situated within the factory limits are elsewhere, shall have to be governed by the provisions of the Factories Act only with regard the social and other welfare legislations.
