Hello Tej Bahadur,
The time limit for submission of PF Annual Return without grace period is 30th April and with grace period it is upto 31st May. If the delay of submission of Annual Return is not more than 1/2 months then the RPFC office does not take it very seriously but at the time of inspection they will make it a point that u are submitting the returns late regularly. However, as per statute for late submission of Returns RPFC office can issue show cause notice and start prosecution.
My suggestion is don't take any chance with statutory matters and play safe , submit the returns on time.

Anji,
it is not openly clear about the penalty of % imposed by the department on delayed returns. To my knowledge, it is calculated on the total challan value for that half-yearly period. In the case of delayed remittances, it is anywhere from 17% to 37%.
