Dear friends,
how much time does it take to prepare an HR Manual for a group consists of 7 companies and plants? taking into consideration that most of those companies has no clear policies or procedures, in fact, they have no HR Department!

For a start:

-understand the organization.

-understand the organizational structure, systems, culture, and politics.

-understand the organizational mission. goals and key success factors .

-understand the organizational stakeholders (customers and vendors).

You stated that “most of these companies have no clear policies or procedures... have no Hr Department”. I am assuming that some HR directives have been developed over the years, in practice if not in writing. If that’s true, you have something to start with, rather than beginning with a clean slate.

You just have to discover what the HR guidelines and practices have been and consolidate them into a manual, with modifications/updates as necessary.

To answer your question as to how long it would take to develop a HR Manual for “7 companies and plants” (exactly how many plants are there?), the simple answer is: It depends on how specific do you want to be.

As specific as possible? Have a procedure for every HR process, from Personnel Procedures and Mail Service to Compute/E-mail/Document Control and Dress Code? It should take about 18 months from the time you plan the outline to publication. On each section you will have to write, review, re-write, re-review, final write, review and publish. Depending on the number of resources you would need to contact as well as the reviewers and their ability to expedite the process with a thorough review, relevant amendments and swift approval, each section should take about a month.



On the other hand, a broad based manual with just the basics (Employment, Benefits, Compensation, Discrimination/Harassment, Employee Relations [encompassing Dispute Resolution, Work Rules, Promotion/Demotion/Reassignment, etc], Statutory Compliance, Training, and Safety.) could be arranged in a matter of a few months. As the need arises, additional supplements could be developed and incorporated in anticipation, or as a result of, a specific need.

In addition, the basic manual could be disseminated to all locations and customized as necessary.

Finally, the HR Manual could be the basis of the Employee Handbook, an overview of the terms, conditions, wages and benefits of employment as well as providing an indication of management’s expectations in terms of quality, efficiency and productivity.
