1. Sir, as per norms set by ESIC itself, there must be a ESIS dispensary for covered insured person within easy distance say within 8 to 10 KMs. Important question is whether ESIC has made all arrangements of its medical services within a reasonable distance before issue of said notification. If not, then what is the use of such extension of scheme to entire district without making arrangements for reasonable medical care. This will result into more criticism and disappointment of ESIS in big States like Maharashtra. In my opinion extension of area of ESI Act, 1948 under section 1(3) of said Act without making adequate medical arrangements within a reasonable distance is a futile and useless exercise. What is the use if the insured person or his family member is required to visit the designated ESI dispensary/hospital at a far away place say about 10 or more kilometre distance and waste the whole day in procuring few tablets of medicines and that too if the doctor was available ?

2. To make medical arrangements under ESIS or under any of other scheme is a very costly affair. In remote areas of a district where there are only few insured persons or their family members, establishment of separate ESIS dispensary or appointment of a Panel Doctor will be a costly affair and will raise the medical costs. Whether the State Govts. are ready to bear such enhanced costs to said scheme ?.

I am doubtful about the authenticity of the attachment as it do not contain anywhere official ESIC logo, more over in cc the departments mentioned are doubtful. Some concerned official from ESIC need to certify the correctness of the so called circular.

Dear Harshkumarji,
What you have raised is very proper and true. Unless adequate medical facilities are provided to IPs and their family members, marely adding areas into its fold, purpose of this social security legislation will never be served.
However, news is that, Government of Maharashtra is establishing a state owned ESI Corporation to implement the provisions in state. This would mean, powers of Central ESIC will be taken away. In such a case, the present wide gap between ESIC Central Authorities and State Medical Department will be reduced. Hopefully, this move will help to have better services than ever before to IPs and their families in State.

Dear All Seniors,
Mehtaji has covered all valid points. Today on 17.08.2016 Local News Paper Lokmat of Nashik published advertisement in context of above Subject.
I have also spoke to Concerned ESIC representative. ESIC Act is extended in 20 cities of Maharashtra # wef 01.08.2016 (in Industry,Travel, Hotels, Restaurants Theater, News paper agencies).
# 1.Thane 2.Raighad 3.Palghar 4.Solapur 5.Kolhapur 6.Pune 7.Kolhapur 8.Sangli 9.Nashik 10.Nagpur 11.Amravati12.Vardha 13.Gondiya 14.Akola.15. chandrapur 16.Buldhana 17. Aurangabad.18. Nanded,19.Dhule & 20 Jalgaon.
He also added that they are in process to do agreement with local authority to make available medical facilities employee at large.
Within week or two they also going to start training program on how to register with esic & other question & Answers.

Sh. Rameshwar ji, thanks for confirmation. I will like to know whether ESIC or State of Maharashtra had made adequate arrangements for medical services in all districts as on 01/08/2016. I know, it is difficult information, but I will like to know if you have any information on the subject.

Dear All,
Please find attached a gazette notification by GOI dated 28.07.2016 in captioned subject.
According to this, you have to implement the provisions of ESI Act to those 20 districts of Maharashtra entirely which are listed in the notification effective from 01.08.2016.
Rate of contribution would be the same i.e. 1.75 % and 4.75% till such time they are not changed by gazette notification to this effect.
Please be noted that Tarapur Industrial and Manufacturers Association have challenged this notification in Mumbai High Court and the matter will expected to come on board for ad interim order, if any, on 30th Sept 2016.

Inconvenience regretted for delay in reply.
So far, ESIC do not have any full proof medical facility related arrangements, however they tied-up with local doctors where employee can avail basic treatment. In case of major operation or illness the refer to nearest ESIC Hospital. These local doctors are not authorized to sanction ESIC leave (Sick Leave). In accident case one can admit patient to any nearest hospital provided at the same time one has to inform concern authority, for more details one can contact nearest ESIC representative.

Sir, thanks for reply. ESIC has recently relaxed their norms of availability of medical services to within a radius of 20 KMs. Now, the question is whether there exist medical arrangements within a range of 20 KMs. in all the districts of Maharashtra( where ESIS has been extended recently) ?
