Send a registered letter to your organization mentioning the pending dues. Search for a formal pending dues format from Google and use it to write the letter.
Mention in that letter that as per the company policy, the organization need to pay the amount otherwise you shall be forced to send them a legal notice.

Dear Niladri,

This is in addition to what Mr Atul Sharma has written.

While organisation cannot put on hold the wages and travel expenses of any employee, what merits clarification is whether your exit from the company was smooth or it had some negative connotation? Did company force you to resign? Were you involved in any misconduct?

Forfeiture of wages is a legally accepted punishment however, it has to be awarded if the misconduct is proved in conducting enquiry. Nonetheless, organisations resort to non-payment or partial payment without following this due process of law.

How many months/years did you serve in this company? How were your relations with your GM? As far as withholding or non-payment of salary is concerned, has it happened with you only or with many others as well?

Last question was your duty station and company's HR are same? If yes, then why not to make personal visit and understand what HR has to say? While you may send the letter, once the HR and Accounts departments refuse to take your calls, then do not expect them to take cognisance of this letter. Yes, legally this is the first step.

I recommend you approaching the Labour Officer (LO) of the area where your company is located. Explain your problem. Generally cases of the managers are not entertained by the LOs, however, nothing wrong in trying your luck. If LO lends weight to your case, your company will not be as much intractable as it is now. HR of your company will be forced to come to Labour Office on receipt of a letter from Labour Officer. Sometimes these things were just settled telephonically too. I have seen companies developing cold feet in front of Labour Officer.

Dear Sir,
If an employee travels for business purpose via his home location( i.e visited his home before going for destination). Does company reimburse that expense. For example Mr. X has to to travel city B from city A. And he is travelling from A to B via city C. He will reach city C from A and go to B from C.
Does company reimburse all that expenses from A-C?
Please share your insights on this issue.
Thanks,
