Offer Letter and Appointment letters are the only proof of your current employment. its a basic requirement to issue the both letters during employment in any concern. kindly ask your employer to get it soon...

Offer letter if they have not given is also ok but the appointment letter, payslip & your service certificate of more important to join the other company after coming out of this company hence find out with your seniors in this company whether that practice exists or not, if not better not to join.

As per company point of view it's not good but they have reason behind it. now a days employees join company take offer letter and based on that they search for some other company , that offer later will be base for them to ask hike.
As this period is of talent war many companies will pay higher to retain employee in present company or in new company.
Now wht u have to do is , u have create trust that u will stay there if ur really willing to stay. U can do this by performing best in few days but without fail ask for offer letter at lest within 1-2 week, by the time create trust.
