Also please suggest some mobile application which are helpful for a recruiter.

You can search on net about Free job posting site. There are some sites in particular location(cities like Pune etc) I know one site viz: Job site for Pune Enginnering JOBs, Jobs pune, Jobs in Pune. You can search for such type of sites who don't ask employer to pay for posting their jobs. Linked in,cite hr are there,which you already know.
I use these ways for recruitment.
