Would it be appropriate for a new joinee ask for performance feedback from his/ her manager after completing one month? If yes,I would greatly appreciate help with drafting a letter to this purpose.

Yes, definitely the new joinee must ask his/her performance feedback from his/her manager as this feedback could help the new joinee to improve his performance if one lacks. Otherwise the new joinee must be praised by the manger to inculcate confidence in the new joinee.
