I am working in a BPO. We have our basic salary and the additional non taxable allowance. Days before the payday, my company sent me an email, stating that my allowances will be placed on hold because of incomplete requirements. I understand that it is only the allowance that will be placed on hold, but when the payday came and I checked my ATM, it\'s empty, I don\'t have salary. I called my Team Leader and told him about it. He asked if I was able to complete the requirements needed, and told him I was not able to. Then he said, \"maybe\" it is the reason why my salary was placed on hold.
Now my question is:
Can an employer or company place salaries on hold because of incomplete requirements?

What is the nature of incomplete requirements?
What is the employer asking you to submit?
The basic salary portion can at least be released,pending submission of documents from your side.
But withholding of your full salary is not understood.
