It is mandatory for HR to be so rude with their employee or cool and Clam HR will give better result to the organization.

What type of question you have asked? Can it be a policy on the part of HR to be rude? Whether HR or otherwise, we must be polite.
Occasionally, HR is under pressure and they could be downloading their frustration on the down-level staff. However, this is individual problem rather than painting whole HR with black colour.
Lastly, can you please give us the context of your query? There is no option to the politeness, courtesy, civility etc. There is no alternative it. But then why have you raised query on the alternative?

HR is what? HR is a human for human. Most critical part of any HR job is to manage interpersonal relations and Employee grievances. For rest of the things you need not to be HR person. Hence to deal with people HR has to be polite..Calm and firm at the same time. HR has to be too flexible that people should not hesitate coming to HR at the same time HR should be firm while communicating with employees.
