Dear Suganya
Please do not think about others. You are doing your service towards the company and its employees. Please keep on doing. In case of any emergenchy to any staff please go and help voluntarily and friendly. Keep one person each in all the department as your close friend so that you can get all the information/happenings in their department, to your desk.
Never expect from anyone will give you respect. When they understand your values obviously they will start respecting you. Prove yourself first in that organisation and the rest will follow your success.
All the best

dear Suganya,
you may send ION (Inter Office Notice) regarding HR rules to all department seniors, every staff should follow the HR policies. HR is the backbone for any concern. As HR executive you may know the policies of in & out, leave permissions and other. And Mr.Bashkar well said, just do your service. HR executive should be friendly also should remind about HR Policies to employees.
Best wishes

dear suganya,
hr is like a bridge between management and employees and hence should be handled carefully on both sides. most of the employees would not like to adhere to rules especially when the same is being told to them to do so. the importance of the rules should be made aware to the employees by continuous means of soft and convincing approach. you have a long way to go hence do not lose your heart and keep trying you will succeed in the coming days.

Hi Suganyah,
Your situation is similar as with other HR Managers or Executive who are facing the same issue....
You have to be very careful with your comments and actions as it might sometimes goes against you.The reason is that as you said they have support of Seniors (So these kind of adamant ppl may influence the seniors against you).
Make sure that you are POLITICALLY right every time.
First of all impress your seniors what you are capable of and take them into CONFIDENCE before taking any actions.
Secondly, Make also sure that other employees UNDERSTAND that you are doing in respect of Profession and NOT personal.(Few employees think in that way and take it personally)
Its all POLITICS dear....By this way you will be at much easier at your JOB.
