Thanks for the helpful disciplinary action slides. Can I know why and when we should allow the employee to call his representative to help defend him in an inquiry? Is the company obliged to ask the employee whether he needs to have a defense helper (or rep)?

You need not ask him directly, but he will present himself with a helper. Normally, the enquiry letter will also state that "you are required to present before the enquiry officer by yourself or with a helper".
