Hi all!! Please advice me any ideas regarding how to motivate employees rather than in terms of Salary?? What kind of policies and procedures that can be added to motivate employees in high range???

If policies were to improve employee motivation then job of HR professionals would have been far more easy.
Employee Motivation and Organisation's Culture: - Employee motivation is result of organisation's culture and culture is shaped by the top leadership. Therefore, for whatever you do, you need to have buy-in from your top management. Without their support nothing is going to change.
Role of Managers in Employee Motivation: - Culture apart, employee motivation also depend on the HOD or Department's Manager. The way they carry themselves, the way they take decisions, their job knowledge, their feedback style, their achievement orientation etc also motivates juniors. In contrast, sometimes Managers are too obsessed with the results or their bosses are too obsessed with the results. This brings them under tremendous pressure and they download their stress on their juniors. Junior managers do the same to their juniors. This vitiates the interpersonal environment of the company, which in turn takes toll of employee motivation.
