Hi,

Let us undertsand the following issues.

HR by and large pertains to the broad guidelines covering the people process, practices and procedures in an organization- be it a goevrnment or a private organization.

However the Human rights are a set of guidelines as provided under the constitution of the country and have a separate machinery to ensure, monitor and administer them.

For a company its HR frame work is maintained monitored and devloped through it's HR and is unique to that organization.

Where as Human rights being a common set of guidlines applicable to the whole country can not be company or oganization based.

Hence the company HR's can not take the role of governing human rights but can put some basic process to monitor that the law of the land is not viloated in the company. These processes are the part of a wider human rights frame.

For examples now it is mandatory in organization to have a policy and a committee to prevent sexual harassement of its employees, which is a part of a broader guidelines of human rights.

Otherwise the HR can not take the role of the government.

Kind regards
