I am working as a recruitment consultant in a leading saudi based steel manufacturing company. I am looking for to hire people but my sponsor in Saudi Arabia doesn't allow me to contact a recruitment consultant, because they charges a high amount of feeses for to do this. Can any one guide me how to go to a popular site for to get a resume of engineers and other professionals for free. A site which is providing a database of resumes for free. I want to hire all categories except administration and HR.

I have no knowledge of any website where you can search free resumes of professionals but you can post your vacancies free on the very famous jobsite named www.jobstreet.com and their service is also quite good. Resumes of the interested candidates will be sent directly to your email ID.
Just make a try till the time you get some source for assessing free resumes.

I don't think you will find free resume, but you can post free jobs on few sites, try www.firstsalary.com, etc...

I think Vishal Gupta said it right--there's nothing called free lunch in life. Kuldeep has mentioned a few--though some of which he mentioned aren't free.
While admitting your problem to be genuine, I think the solution you are seeking isn't the right one. There's also another aspect that's very likely to adversely effect this option: the quality of the resumes leading to the quality of the people you will finally fill-up the positions. At least that's my experience in the past 10 yrs into Recruitment--free Job Portals aren't meant for filling-up critical positions.
If your concern is about the costs of hiring, suggest look for alternate Agencies. Had only expensive agencies been able to deliver, there wouldn't be so many successful Consultants around the globe today.
If you really want to give this a chance, pl mail to me [taj@sphinxresources.com] with details ASAP. I am sure we can find a solution that's mutually viable & satisfactory.
