Hi, Some of the organisations are covered this department under HR. No specific reason can give for the same, but everything is depends on company policy only. Regards,

Human Resource directly deals with employees within the organization who work on core production/service.
Employees within an organization cater to customers directly and are critical for the performance/satisfaction of the customers, and security/cateen/transport/gardening cater indirectly to the customers.
Only in public sectors or major companies would these departments be part of the organization. The said departments could in most instances outsourced for easy administration as well as for reasons of economy. They also involve in purchases, repair, service, maintenance, etc., outside the organization.
I think it is majorly a style by the organization to chart out the reporting style based on product, importance of customer, and security reasons. However, the administration personnel handling these departments are handled by HR.

Canteen, security, transport etc are the facilities given to the employees. This comes under facility management and not HR. Rgs, Divya

Canteen Transport & Securities are related to support system/facilities to the employees, more related to administration of the company. & HR is related to purely HR Activities like manpower planning, recruitng, T & D & many other core activities. so these are the facilities to employees dont get confused, in some org. its under HR head but dealt by seperate staff like we have recruiters & others.
So it is part of HR. Its not purely HR.:icon1:

Generally services like canteen, security, transport, garden are outsourced. Hence it is a part of administration. If the employees in canteen, security, transport, garden are in the pay rolls of the Company, then these services must be under HR.

Dear All,
Nice topic..
As per my experience First it is required to claer the difference of Admin and HR. Which according to me in only one simple statement which is as under ::::::::
" HR makes the policy and system; while Admin is responsible to implement it"......
What you say buddies..
You can say for Canteen, security etc we [HR] make the policies to follow and Admin is taking care of the proper implementation of that............................Am I Right????????
all the best

in small companies all these things are expected to be handled by the HR and in major companies this is handled by other people. so all things matter is money, cost control.

The volume of work related to administration and the time involved in it is a critical factor whether it will come under the HR or a different department like the Administration Department would exist.
If there is a case where there are three transport vehicles or a guest house of the capacity to accommodate 20 then the HR Department (again depending on its workforce) can take up the job but in case of huge set ups where there are 4-5 staff colonies and the guest house is of the capacity to accommodate 150 people etc then there would certainly be a need to have an administration department or a person(s) completely looking after these job.

As we all know these are services provided to the employees so HR has to be involved because any dissatisfaction caused due to poor services would be a certain concern for the HR Department.

Involving contactors and other vendors is like outsourcing the administration job to the external people but even in these cases the prime responsibility remains of the HR who has to ensure the services are provided as per the companies polices and norms.
