Welfare Officers are appointed by the different units/ factories statutorily under the proviso of the Factories act,1948 & non statutorily by the employers of their own.You must be knowing that under the Factories Act a Welfare Officer is appointed wherein 500 or more workers are employed.In my opinion State Govt. have framed their own recruitment rules just as the States of Punjab & Haryana are having The Punjab Welfare Officers Recruitment & Conditions of Service Rules,1952 which provide conditions of service, duties of Welfare Officer etc.Therefore, you may approach the State Labour Department for this purpose.
