try for both. a team party may be unofficially, officially gift voucher. Incase any employee is absent on his b'day u can give him the voucher(s) and no need to celebrate a belated party.

2.Display Birth day Greetings on company notice board.(recognition)
3.Tea party with plant Head.(Interaction/Feedback)
4.Gift Voucher from the hand of plant head.(Satisfaction)

Identify (or fix) a small notice board at a prominent place and just write "Happy Birthday to Mr / Ms ..........." This will motivate employees to wish / felicitate their colleague on his birthday.
Also try to send a Greeting Card along with a small sweets packet at his residence in the morning either through company staff or private courier.
