You can also hire the people on the contract basis. The companies like teamlease would provide with the people. The candidates will be on the payroll of teamlease.
There are also small training institutes which provide specific training in a specific area.
The candidates can be kept on Apprenticeship training and then can be made as permanent.
You can also keep candidates for winter or summer training with the stipend, which would cost less.
You can discuss these options.

Recruitment costs but of cause there are some cheap alternatives:
1. Always ask every potential candidate that you are talking to for some friends references. Even if the person you are talking to is not relevant his friends might be
2. Use relevant chat rooms, blogging etc.
3. Campus recruitment
4. Employee references (if they don't want to pay much you could maybe get them to sponsor something like cinema tickets etc)
And then you will have to explain your company that recruitment cost. If your company is not a BPO (that would explain the high turnover), there might be something wrong with your recruitment strategy as you have such a high turnover. Maybe that is what you should focus on.

My suggestion would be that you first bring in clarity about all the positions that are vacant in your organization.You could first form an organogram and then once you have the list of positions to be filled,chart out Job Profiles for each position. It’l be slightly hectic, but will be of tremendous use in the long run. Identifying the skills and potential required for each position will become easy and you can then opt for any mean of recruitment,either outsource it to consultants or buy access to job sites yourself.

My suggestion is ,there are so many forums as ours for HR for almost all the positions that you have mentioned to discuss about the jobs like indeed.com .
1.Go to google and find out such forums and post a request about your needs.You may get more profiles(relavant+ Non relavant).You can make your own data base and also make use for your further requirements.At thai point this is my sugesstion to get the candidates free of cost.
2. you can also headhunt the candidates calling to the related companies for Eg: if you need a sales guy simply tell that you need a product for any of the health care.Defenitely the sales person will contact you and you will finally find the candidate for you.
