Get register your company under Mathadi act. Enroll your existing workers with the board, who are handling loading/unloading work. Pay them regular salary (min wage act applicable), and pay 33% to the board. They will take care of e.s.i. / gratuity / bonus / p.f. etc. (You will save on - 20% on bonus + 13% p.f. + 4.75% e.s.i.+ gratuity, by doing the same.)
No responibility on the company.
Since these may be your regular employs, you may be offering them certain facilities which at present you are offering to them i.e. spl rate for tea/snacks/lunch/transport arrangement etc, you may continue the same.
You have an option to pay the salary through the board, or directly to the employee and 33% to the board.
No other liabilities. If possible, you may include your other employees also who are engaged in packing/stitching/filling operations. Employees who are involved in manufacturing process on machines/ plants should not be registered.

Dear Raajjhesh,
Thank you for the break up. You have mentioned that the Mathadis have to be paid according to the minimum wage act but the board sends circulars determining the wages. How do we ensure that these wages are as per the minimum wage act?
Recently, we have received a circular stating that the Mathadi workers have to be paid Rs. 300 on daily wages + 38% levy. Is this in accordance to the minimum wage act? From Rs 214 per day last year, they have increased to Rs. 300 per day this year. Also, we have to pay them for all 7 days a week even if the factory is closed for weekly off. Is this in accordance with the law?
Thanking you in advance.

dear pankaj,
You are required to engage the mathadi workmen from the Mathadi board only. We have heard that the are many spurious unions working in pune who do not have registered mathadis. So take only registered mathadi workers from the board and pay their levy to the board.
