Occupier of any factory or premises as defined under Rule 3(1)(21) of the Rules,
means a person who has, control over the affairs of the factory or the premises
and includes in relation to any hazardous and other wastes, the person in
possession of the hazardous or other waste.” It is responsibility of the occupier
for safe and environmentally sound management of hazardous and other
wastes as stipulated under Rule 4 of the HOWM Rules, 2016.
