Employee taking his 1st Job and providing Form 11 to not deduct PF - Is this acceptable?

Dear Sir, An employee got his 1st Job, and he is not a member of PF earlier, and drawing a Gross salary of ₹ 16000/-, and he is saying to his employer not to deduct PF by giving Form 11. Is this acceptable? Please clarify

Dear Sir,

Yes. You can accept his request because there is no compulsion to deduct the contribution those who are earned >15K asper EPFO act. Please ensure the salary is consolidated pay not bifurcated as various heads.
