Hi Snehal,
A good problem to have on-hand . You can have two way approach;
1. Do an analysis of the absenteeism for last 2-3 years and see on which festival days the absenteeism is high. Based on the analysis, workout the Festival holiday calendar for the company. This may help in addressing this.
2. To reduce the absenteeism, you need to convince your management on some sort of incentives/benefits ( may not be in Cash) to be given to the workers who are present on those festival days. This will motivate them and also will address high absenteeism problem.
