The internal process for HR is governed by three areas:
  • Business model and sector
  • Legal standards to be followed as per the state and central laws and regulation
  • Cost and talent base

Hi Mr. Siddiq,
Its not very clear from your post, what procedures and process are you talking about, as there are many many procedures and processes used in HR department. In fact various functions of HR has many methods and procedures.
For example: Recruitment has different methods and sources such as, campus recruitment, recruitment through consultants, job portals etc etc.
(Cite Contribution) has correctly put in that there is use of various laws and regulations in HR.
Plz be a little specific as in what are you looking for so that we all can show you a right path.

Dear Mr. Siddiq,
Hope you aware that th three phases of HR are RECRUIT, RETAIN AND RETIRE
Mainly the concept is same. But the procedure may differ, within the purview of Statutory Laws applicable to that area.
The Process starts from arising vacancy to appoint one employee and ends with the settlement of that employee's account.
