Provident Fund Norms for Delayed and Deferred Salary - modalities for depositing the amount?

Dear Sirs, In case of delayed and deferred salary payment for the permanent employees, can due to PF amount of the concerned employees be deposited in the PF account both on the part of the employees and employers. If so please tell us the modalities for depositing the amount.
