An employee of a central PSU was kept on suspension for the period May 20 to Jan 21. Now for the current year financial year of Apr 21 to March 22, the employee has been given the credit of only 4 days CL citing the suspension of the previous year? Is it right? What is the basis of the credit of CL?

This is not correct, as CL is credited in advance for the whole year. The very name ÇASUAL LEAVE' indicates that it is for meeting emergent requirements. It is presumed that during a year's service there will be several such instances wherein an employee is required to remain on leave suddenly. An employee on joining service is given full credit if he is there on the rolls on the first day of the leave accounting year. Most PSUs are known to be very liberal in Leave matters, this may be a whimsical decision of a not so normal HR guy.
The proportionate deduction of CL is permissible in case the employee is superannuating shortly, and suspension would lead to a proportionate reduction in crediting other types of leave like Earned/Previlage Leave, Sick Leave, Half Pay Leave etc.
