After completion of your professional qualification, atleast you must stay three years in the same company and manufacturing HR is ideal place to learn. I would suggest you to stay back and learn and share your knowledge to others instead of jumping too often which would affect your career also.

You may give further information like what exactly do you do in "HR and Admin" position? What is your total employee strength and what is the strength of HR department? You report to whom?
Change of job is one option. However, that is no guarantee that you could be doing activities of higher order in the HR department. If your management is supportive, then you may take up HR interventions in the existing company also.
