One of my employees has submitted a fake address proof can I take action against him?

Yes, it is a wilful suppression of facts. If it is a misconduct listed in your Rules take action accordingly. If it is not so, the employee has to be kept under watch as it is at the very threshold of service such a mischief has been done and so you can suspect similar tendency in other martters too.

Kindly also note that at the time of collecting documents during recruitment & selection process,
always insist for such documentary evidence, which shall substantiate his/her declaration in the Employment Application form. For address & ID proof, you can demand, copy of Aadhar card, OR
copy of Passport, OR copy of Driving Licence OR copy of Voters ID card, and ensure self-attestation on the copies.
