can anyone tell how long it will take to do the competency mapping (right from job description) for about 250 employees... how many months will it take..

I would suggest - pls do a good search on what competency mapping means, and try to understand the concept.
Your question on how long it will take to implement completely depends on the nature of industry, the limitations in gathering information, the initiativess from others to co-operate with you, the chances of the implementation being successful in the very beginning, above all - your involvement.
Among these 250 employees- how may levels and grades are there (not for our information alone - but also for "your" information.

Please see my post on Research Methodology. I am afraid doing a PhD by secondary research only is not easy. If you can conduct a meta analysis of all previous research on this topic, you may get away with it.
Have you got an academic guide at your university? If not, that's the first step: find one and consult with him/her.
