Richard is a mid-level manager who is responsible for supervision the contracts in his city. Belly is an effective politician. She is attempting to urge the city to build a community park. She made a contract with an ABC construction company. In their contract, the city has to pay ABC Company in three times that is appropriate with its result in building the park. ABC received the first amount of money, but they did not do anything or meet the term of the contract. Now, it is requiring the second amount of money.
One morning, Belly called for Richard to ask the second money for ABC Company, but Richard refused her request. He said that ABC did not meet the term of the contract. Belly was very angry.
If you were Richard, what would you have done reasonably?

I think your answer is very good. However, Belly is a influenced politician. She will use her power to put accountability on your shoulder. As you know, the citizens always want a community park regardless how to build. Belly can conduct a meeting to say that you are destroying their dream. Moreover, Belly is easy to seek assistance of city council than you do. She will use the influence of your leader to urge you to do.
Thanks!

If belly uses political power there are two ways
{ I will not support if my intention is to bulid a good park whcih lasts for long time}
{ I will support belly if making good park is not my choice.
If belly dont uses the power, then my problem is already solved.
