Please suggest ways how to make sure that the employees do not take breaks apart from the lunch and break time very frequently.

It completely depends upon your setup and organisational policy. For eg : if you are working for software company in closed door then you can keep a card access which can be use in case any employee goes on a break and excessive breaks can be treated as per your company policy which shall be pre-intimated to all employees.

It's a japanese company, inspite of rules being rigid we look forward to bring in some ideas and events or activities to avoid such issues. Therefore, thanks for the suggestion but we cannot include it in the company's policy.
Instead, please share if you have any suggestions on organizing any activity for this.

Adopt time recording procedure by installing biometric attendace. You need to adopt a system and bring a policy to take care the situation, if not having. Aware eachone about the policy and its reprocation on late reporting at work place and maximum time relaxation is 5 minitues for each interval.
