The human mind is too complex. It will be too difficult the behaviour of a person based on the replies to the few questions. Therefore, it will be difficult to say whether the questionnaire method will work or not.

However, you may use the case study method. It is slightly better than a questionnaire. Nevertheless, designing the case studies will also pose a challenge as the job candidate should not come to know the purpose of the case study. Otherwise, the candidate may pretend the replies to the case study. But then this method is also not foolproof.

The last method is "Behavioural Interviewing". However, analysing the replies to the behavioural questions requires special expertise. Interviewers have to be trained specifically and then they will require hand-holding also. Is your company ready to spend on grooming the interviewers?

By the way, why the need has felt to ask questions to check the candidate's values? Has your company declared the values explicitly? If yes, then do the managers in general and top management, in particular, live with the values? Has your company declared what is the meaning of "ethical business practices"? Has your organisation conducted a survey to check whether values are exercised in day-to-day work or not or whether ethical business practices are followed or not? If the survey is not conducted, then why do you expect a candidate to demonstrate the practices, when there is uncertainty about the practices in the organisation itself?
