Your information is incomplete. When you say survey for HR its a huge one. You need to be really specific regaridng what kind of survey.
Surveys have various dimensions these include
Behavioural surveys
Attitudinal surveys
Audit suveys
Performance surveys
Satisifaction surveys
Exit surveys
Cultural surveys and many more.
You need to be specific as to what kind of survey you want to conduct and on what type of industry. All the ablve mentioned are HR surveys

Dear Weleey,
From the specification of your problem and response to others' queries, I wonder if you really know the problem, which you want to solve. Unless you are sure about the aims and objects of the survey and the type of participants, i.e, employees and of which status or the vendors, customers or members of public, you would just be wandering aimlessly in dark without any success in your mission. In that case nobody would be able to help you just on hypothetical basis.
Further, when you are new to the company, I don't think you have been authorized to make any survey independently or on behalf of the company.
So, just think properly about the problem, specify in clear terms and in detail with aims and objects of your survey.
