The Civic Polls/By-election in Tamil Nadu State :-
The Tamil Nadu Local Body Election has been scheduled in two phases. The first phase of the polling areas, which are under the Corporation are is scheduled on 17th October and for the other areas on 19th October, 2011.
Orders are expected from the State Government to be announced on the day of polling as a Public Holiday for Government and Private employees under Negotiable Instruments Act, 1881.
The paid holiday may be declared on the actual date of poll, it will be applicable only in the areas where the election/bye-election is taking place.
In accordance with the instructions of the Election Commission, “commercial and Industrial establishments and shops to which the public holidays under the Negotiable Instruments Act do not apply, it is suggested that the State Government should direct their Labour Commissioners to issue instructions to Commercial and Industrial establishments in the private sector to declare a paid holiday for their workers on the day or days of the poll”.

Direction has been given by Commissioner of Labour – Tamil Nadu, it is mandatory on the part of every employer in Tamil Nadu to grant a holiday with wages on 17-Oct-11 and 19-Oct-11 to every person employed by them.
Therefore, the employers of Shops & Establishments are required to grant holiday with wages on date of poll to their employees entitled to vote at local body election.

I would like to clarity all that, with reference to the chief secretory, Government of Tamilnadu only the labour commissioner has released the notification. This has been clearly mentioned in the letter reference.
"It is suggested that the State Government should direct their Labour Commissioners to issue instructions to Commercial and Industrial establishments in the private sector to declare a paid holiday for their workers on the day or days of the poll”.
So, I conclude that the factories and shops and establishments should announce public holiday on 17/10/11 or 19/10/11 whichever is applicable to the employees with paid wages.

But the notification says that the employer is required to grant paid holiday on 17.10.2011 AND 19.11.2011. It doesn't say that the holiday should be declared on the day where it is applicable to the employer. The use of AND in the notification signifies that both 17 and 19 to be declared as holiday. The last two lines is like a explanation wherein it states that it should enable the employees to vote on such poll day. So it is not related to the date where it is applicable for the employer but rather relates to the employee.
For example, if an organization has 100 employees, 50 of them having poll on 17th and 50 on 19th, then what is the solution?
If any one can clarify on this, pls do.

Same situation here too, we have employee of 800 +, 70% and 30% is the ratio of employees having the 17 and 19th of election, people are scratching heads to find out the way!

Your doubt is right. But, It depends upon the factory is situated at either panchayat or corporation area. In that particular place when the government have announced to conduct election either 17th or 19th which is applicable to you.

Friends in our organisation central government organisation we have not given holiday, no central government office is on leave on 17 and 19 permission is given to employee to go and vote and employee can come late or go early, only few very few central government offices have declared full holiday . This may please be noted as this is local body elections there is no compulsion to close down completely you can give permission of 2 hours or half day also no need to give full day holiday this is confirmed with major central govt offices.
