This is nonsence. No such outsorucing business is viable proposition because many fraud outsourcing agents have cheated companeis by not depositing cheques to PF, ESIC and misappropriations of employee's money by entering fake names in annual returns and absconding by claiming PF deposit showing amount against their names.
There is no check and balances on the activities of such agents and they duped many companies.

I think you have not updated yourself to the scenario. Outsourcing business is booming. If you think that way, then what are CAPGEMINI, CTS, HEXAWARE, and of course the company above are doing? They don't invest to run away. You may have a bitter experience because of lack of your investigation on that particular company.

It is because of this preconceived notion that your company would be slightly behind (if not very much) the pace of the growth of technology and processes.

Outsourcing will take over a lot of activity in almost every company. There is always a need, for example, Indian companies have auditors who are CAs outside their organization; this is also some kind of outsourcing. The data center used for this CITEHR could be somewhere in SIFY, IBM, HCL, HP; there are lots of options. Boss, you need to have a broad mind and have the capacity to analyze things before commenting on a company rather than an industry.

I am open to arguments if you have any, as it would increase my knowledge on outsourcing.

Furthermore, this concept may be more applicable in the IT sector where most individuals work on desktops.

These companies are quite significant, as only top companies outsource to them and maintain confidentiality most of the time. It's worth noting that these companies are not solely focused on HR; some also handle financial transactions (e.g., HP), entire finance, IT, and web development. HR business is just one aspect of their operations.

Human resource, or rather Human Relations (HR), activities should not be considered similar to IT, Marketing, or other related activities of an organization. All of us as HR professionals should understand that wherever humans are involved, human values are present – be it in an organization, family, friends, etc., there is HR. In fact, an organization is only an extension or a modified form of a family. Just like in a family where everything cannot be done solely within the family (by parents), some things have to be obtained from outside, similarly in an organization, all activities cannot be done internally and have to be outsourced. The question then arises as to what should be done within the organization and what should be outsourced. To answer this, we should understand and realize that activities requiring expertise or a higher level of professionalism are outsourced (similar to seeking treatment from doctors for a child), whereas activities that are manageable or should be managed within the organization should be kept internal (like parental care, ethics, and values). By comprehending this as HR professionals, and by making management understand, formulating policies, and implementing them within the organization, I am confident that significant and satisfying changes will occur.

If there is capability in-house to build strong HR practices, then in such cases companies won't think of outsourcing. People look for outsourcing as an option when it is too much of a hassle or cost involved in setting up the entire HR system and processes in-house. Rather, they would like to outsource a part or whole to the experts outside who have their own infrastructure and expertise and can cater to the company's requirements quickly and economically.

Of course, recruitment outsourcing and background verification have long been popular, but nowadays, as the original post suggests, there are a lot of generalist or specific services that can be provided by an outsourcing partner while maintaining confidentiality. HR is a support function, and whether that support can be given in-house or through some external source should not matter as long as prompt service can be provided and data confidentiality is maintained.

Covid has already broken all conventional norms, so it's just a matter of time for you to accept HR outsourcing as a good proposition. To all HR professionals, I would like to say that HR outsourcing is not a threat to your job. Rather than being stuck to a single company, if you join an HR outsourcing firm, you can cater to multiple clients from various industries and enrich your experience. That will be far more challenging.
