I have an IT recruiting background and have now changed my job to the Corporate HR department in a small IT company. This company has had an HR department for the past 3 years, but it has not been properly set up. Now, the management has asked me to write an HR manual outlining procedures for various tasks such as recruitment, performance appraisal, induction, and other HR-related activities. I am currently at a loss as I have no prior knowledge of this. I would appreciate help from an HR professional in an IT company.
I am not looking for someone to spoon-feed me, but having a skeleton outline of the formats would be extremely helpful.

The Director has asked me to provide a manual for procedures of the HR work done. For example, if an employee has referred another employee, then after 3 months, the employee will receive an appreciation letter and Rs. 1000 from the company. When the employee presents that letter to the accounts department along with the voucher signed by me, the employee will receive the money from the accounts department. He has asked me to do the same with recruitment, regarding how I should approach the work for recruitment, including minute details. I have attached something that I have prepared on my own. I am unsure whether it is correct, but I would appreciate your input on it.
