In your policy, you had mentioned that:
"Any uninformed leave will be considered as two days paid leave as a penalty."
Could it be better to phrase this as:
"Any uninformed leave will be considered as two days unpaid leave as a penalty?"

When you are writing a COVID-19 leave policy, please check the following points:
SOP issued by the government. For example, any employee showing symptoms of cough, fever, or a cold should be tested before being allowed to resume duty. The SOP clearly states which tests need to be conducted.
If an employee tests positive, they should be given 14 days of paid leave. If an employee tests negative but still exhibits symptoms, they may be advised to undergo an HRCT scan. If the corald score is 4, further tests need to be conducted.
If an employee attends duty without informing the organization that they have tested positive, what actions need to be taken?
By reviewing the SOP issued by the government, you will gain many ideas for preparing a comprehensive leave policy.
