As your company has 10 employees, it means you are required to register under ESIC (ESIC applicability is 10 or more employees, including Directors). PF applicability is for 20 or more employees employed in any organization.
Your second point is not clear, so more clarity is needed.
You are very lucky to have the opportunity to work in a startup company, where you can fully utilize your skills and knowledge to build a good workplace. No one remembers the 3rd or 4th person who worked in HR, but everyone remembers the first person who worked in the HR department.
You may consider taking the following initiatives to develop a good and healthy workplace:
1. Create an environment for learning new things.
2. Implement Rooster awards.
3. Conduct ice breaker sessions.
4. Organize employee engagement activities.
5. Celebrate birthdays and anniversaries.
