If you have joined as an HR Manager in the new company then what HR initiatives are needed that you need to find out on your own. Please understand the companies culture, what systems and processes and there, what is the gap and assign the priority on your own. This is the basic job of a Manager.
Nevertheless, you can approach your reporting authority and understand what is in his/her mind. To consolidate one's position in a new company, it is better to work in tandem with the senior(s). Possibly there could be a mismatch in yours and his or her priorities but please note that boss always enjoys whip hand and implementing the expectations of the boss is always better. If you do this then you will earn the trust of your boss and thereafter bring a change slowly that you would like to do.
