If salary increases and exceeds ESIC limit of more than 21000, the contribution will continue up to September 2018. Therefore, employee membership will start up to September salary.
The PF limit is 15000. If employees are not interested in continuing their membership in PF, they can withdraw their membership.

PF contribution will be on the enhanced basic subject to a maximum of ₹15,000 per month if your organization is not interested in paying contributions on basic salary beyond ₹15,000 per month, which is the statutory limit.
ESIC contribution will be based on the enhanced monthly gross pay (in your case ₹22,000 per month) up to September '18, payable in October '18.
