Annual increments for staff and executives are always based on the comparable industries around. Comparable industries refer to production capacity, products, turnover, competitors' wage structure, as well as the present capacity and capability of the management.

If you have a performance appraisal system in place, then the increment is also based on performance. However, you have not mentioned anything about the nature of the industry and the state in which it operates.
